Unlocking iPhone 5

Hi, I have just received an "unlatching" confirmation email from O2.

They say to insert a non-O2 sim and connect to iTunes to complete the unlocking process.
Can anyone confirm if the iPhone will then lock to the new sim or will the iPhone say unlocked for ever now?

I'm planning to sell the iPhone on ebay as unlocked so I would like to ensure that it is unlocked.

It will be unlocked permanently but if you are on iOS7 or above there is no need to connect to iTunes.
