Unable to activate mobile data abroad

I've just returned from Estonia and I was unable to use mobile data. I always got a message 'Could not activate a mobile data network. You are not subscribed to a mobile data service'

 

The same happened in Istanbul in February though I'd added the travel bolt-on.

 

I'm sim-only Pay monthly and I had plenty of data allowance. I had mobile data roaming switched on.

 

grateful for any advice.

What a lot of faffing about for iphone users. Particularly when this doesn't need to be done on other networks.

Whilst the explanation is clear as to what you have to do......there is no reason given as to why?

I think you know the reason(s) though:
-lack of training for staff
-antiquated systems

Whilst there is a certain percentage of these issue being attributable to o2, for not adding the correct tariff to the account, I think some customers may also have to hold a level of responsibility for not realising that their tariff needs to change if the swap sims between phones.
That was the whole purpose of the change o2 made to enable data to work in the UK if on the wrong tariff, but it has the knock on effect of cancelling data use when roaming.

You'll need to get customer services to update your data tariff too then.
