As I have little info to go on I shall make a few guesses...If its a new phone...have you done a sim swap?
Complete the sim swap via http://swapmysim.o2.co.uk
This moves your tariff and number from your old SIM card to the new one.
Can take from a few minutes to 24 hours approx.
The service will stop in your old SIM card first and then keep turning airplane mode on and off on your new iPhone.
