It's possibly moved to another screen or you may have deleted it by accident.
To get it back, open your app drawer and scroll to the settings app.
Press and hold the app icon and wait for the screen to change.
You can then drag the icon back to your home screen or depending on the phone, it may show an area at the top of the screen to "add to homescreen"
Once on the homescreen, you can press and drag it to wherever you want it.

Ask Siri to open settings app?
Check if it's inside a folder too.

The settings app can only be moved not deleted.
open the search function swipe down from about half way
type settings the icon will show you can open it from there
if you have not customised the layout much open the app from search
general
reset
reset home screen layout, will bring all apple app icons back to starting layout and added apps in alphabetical order
