Simply, o2 or indeed none of the UK networks offer that service., as its not viable.

Whilst technically correct that the number allocated to the SIM is different, using apple call routing, i routinely take calls on my iPad routed via my iPhone when people have called my main phone number. You just need to have your phone on and connected via an IP network, along with data access to the iPad. I don't even use o2 as my data provider on the iPad, and it still works to handle calls.
