Photos not transferring from iPhone 6 to new iPhone

Hi. I have just transferred my data from my old iPhone 6 to the new iPhone 11. But for some reason I have lost all of my photos from the last three years. I have downloaded most but not the 2020 photos. When I sign into my iCloud account online I cannot find the photos either. I have no idea what happened and how I can get to the photos? Should I re insert my sim into the iPhone 6 and then download all of the pictures?

You need to put the sim in the 6 and then do a backup to itunes

Then put the sim in the 11 and restore from the last backup in itunes
