I have just returned to SE England from Ireland where I have had no phone connection on my i-Phone 4 (red circle on the icon). I now find I still have no connection at home. what has happened? I have been able to get e-mails and internet access when able to connect to wi-fi.

Good news - Sounds like it was just your network connection that needed refreshing.

Some things to try here: https://support.apple.com/en-is/HT201415
The empty red circle (or badge, as they are often called) in this case applies to the visual voicemail. It means that you have no data connection, so visual voicemail is unavailable.
