I have O2 travel as a bolt on on my pay monthly sim only contract for my IPhone 6. I'm in Los Angeles and my phone has picked up the local signal (T-Mobile strong signal showing 3G) But if I try and go online it won't work and I keep getting message saying I'm not subscribed to a data plan. Any ideas how to solve this??

Check data roaming is enabled and 4g is off.
