No 3g data Spain

Arrived in Spain with my new iphone 7 and cannot get 3G.  Service is there, I have roaming etc etc turned on but won't work.  I have my old iphone 5 and swapped sim back to that and there are no issues.  So what is stopping iphone 7 connecting ?>

Check if you have EU Internet turned on and if so turn it off.

No option on the phone.  If I go to Mobile data there is not an option for this.  Its says Mobile date - you turn it on and have options of 2g-4g underneath this is an option to turn on Data Roaming underneath this is Mobile data network when you click this is just brings up APN Username Password that must belong to o2

They must have removed that in iOS10 then.
Have you tried toggling airplane mode on/off ?
