New sim

I recently lost my sim and reported it stolen and a new one was sent out to me. I had to get a new phone as well, but this sim will not allow me to make ANY calls at all. It was activated the day before i got the phone and ive tried turning it on and off again. In addition, I actually have no way of knowing my current phone number if it was changed and if it wasn't.....I am unable to receive even verification codes from apple to my old number.

You should have the same phone number but as said, your account has been barred when you reported it lost. Call customer service and they will unbar it immediately. You only need then to reboot the phone.
