I've just drowned my iPhone

what's the best way to get a new phone

Unless you have insurance you'll have to buy a replacement.
If on refresh you can pay off your current phone and upgrade too.

If you do have insurance then claim with the provider. It is worth checking home insurance and bank account insurance too.
