I have inherited my wife's iPhone 4. I have a new sim but the phone is still locked to her account. How do I unlock it?

Is this an O2 sim you have?

If you mean her Apple id she needs to deregister the device and you need to set it up as a new phone under your own id .

Just factory reset the phone to clear all her data and when phone reboots choose the option to set up as a new phone.
