I have an iphone 4s on an unlimited data contract, running on ios 6.1.3. I am trying to use it as a hotspot for my ipad, but the hotspot setting has disappeared from the menu - any ideas please?

Good Morning,
I assume your on a contract as tethering is not available to payg 02 customers.
Contact 02 on 202 to speak to Customer Services to ensure your account is provisioned correctly.
No not use Live Chat for this.
Is the Personal hotspot in your settings "missing" or greyed out ?
Press the top wake/sleep button and home button together until the Apple logo appears and then let go to soft reset the iPhone.
And Go to Settings, General, Mobile Data/Cellular, Toggle Personal Hotspot to "on".
A programme called Onavo is known to cause issues.
If you have this data compression app installed then remove it.
Go to settings->general->profiles
You will find the ONAVO certificatethere. Click remove.
If its missing you may need to reset network settings bu going into Settings, General, Reset and choose the Reset Network settings tab, or in the extreeme you could opt to restore you iPhone via iTunes. Make a backup in itunes or iCloud first !
I hope some of the above remedies help.

The issue is you have an old unlimited data tariff those are not compatiable with tethering.
