hi I have an iPad mini that will take a SIM card and I wondered if there is any way I can duplicate the sim in my phone to use in my iPad that would there connect them to the same account, hope this makes sense !

Yes it makes sense but in reality it will not work.

It's one number per SIM card. Ie : you cannot have the same number on two SIM cards.

I wouldn't want to be swapping the sim from iPad to iphone as and when.

You can order a tablet sim here https://www.o2.co.uk/freesim/

However on iOS 8 their is a new feature where if you log into both with the same apple I.d when your iPhone (if you use one) rings your iPad will ring too and you can take calls on the iPad.

Called Continuity mode.

Sorry but it's not possible to have 2 sim cards with the same number.

If you have a contract and TuGo you will get calls and notifications on both.
