Locked mobile phone

I am presently in Rwanda and my phone is locked. Switches on but no response to touching the icons or trying to swipe to another page

Hold power and home key until Apple logo appears on screen or power and vol down if an iPhone 7

@AnonymousIs it an iPhone? What do you mean by it's locked? Wont it boot up/come on at all?
