on my normal O2 data contract, can i make my iphone 4 with ios 7 into a wireless hotspot to use my data allowance to connect to and use an ipad?

is your data on Idata.o2.co.uk apn ? If yes just go into settings and enable it

As long as your on a pay monthly contract yes.

Tethering can use data faster depending on what your viewing.

I use this option to teather my iPad to my iPhone and works like a charm and comes out of my data allowance.

It would need to be iPhone specific data (the iData settings as stated above). I couldn't get it to work using my previous generic data settings I'd been using with Android phones, doesn't cost any extra to get the data bolt-on swapped.
