Iphone 5 - Imessage & SMS problem

I have an iphone 5 (ios 7.0.4).  I have imessage set up with "Send as SMS" switched on.  However, when I try to send a text to my sister who has an iphone 4s but always has imessage switched off it will not revert to green to send it as an SMS. It will just send it as an imessage and then come up with the message that it is undeliverable.  I am also having the same problem sending messages to other iphone users who may not be in a wifi area or who don't have their data on.  Every iphone user in my contacts comes up with the blue send button when I type messages whether or not they use imessage!  Any ideas as to why this is happening and what I can do to resolve?

On the odd occasion that I cannot send an iMessage to another iPhone user. If I wait a few minutes, the iPhone realises that it cannot send the message as an iMessage and then will automatically send as SMS.

Also, other iPhone users don't need WIFI switched on to receive an iMessage. They just need to be in a 3G or EDGE (indicated by the E on the top left of the iPhone's screen) coverage area.

 

 

Some things to try Carole:

 

1: Go into Settings/Messages. Turn off iMessage. Switch your iPhone off.

 

2: Switch your iPhone back on.

 

3: Go back into Settings/Messages, and switch on iMessage. It should show "WAITING FOR ACTIVATION". Wait for it to finish.

 

4: In Settings/Messages. You should see an option called "SEND & RECEIVE". Touch this.

 

5: At the very top you should see Apple ID. Ensure that this is the same as the ID you use for to sign into the AppStore, iCloud.

 

6: Also in this section you should see "YOU CAN BE REACHED BY iMessage AT". On my iPhone I have my telephone listed in this section and also the email address that I use for my Apple ID.

 

7: At the very bottom of this section is a section called "START NEW CONVERSATION FROM". In this section I have my telephone number ticked. Which means a new iMessage uses my telephone number.

 

 

Try these Carole and post back with how you get on.

Is iMessage activated correctly on your phone?
Do you have your phones number as "default creation number"

You could try resetting it.

Settings , general , reset , reset network settings.

Yes my phone number appears & is ticked under "start new conversations from".  My email and phone number are both ticked under the "you can be reached by imessage at"

I have always had this issue. But I find if I wait a few minutes after sending it, the phone realises that it cannot send as an iMessage and therefore it converts to a text message.
