The correct number to turn it off is 1760 and if you want to use TuGo, voicemail cannot at present be turned off.
How to use O2 Voicemail:

I strongly agree that you can not have TO GO if you don't want voicemail. If you don't want voicemail just delete your TO GO account .

The people that need TuGo can't do that.

Can't answer why 1760 doesn't work for you after deleting TuGo. Never heard of 176002 tbh.
