You do Need to be a contract customer.

If so then

Apple helplink http://support.apple.com/en-gb/HT4517

Turn on the devices Wifi you want to tether and. Follow any password set up.

Be aware tethering will typically use your data allowance faster due to the Content say on a tablet or laptop views richer content.
