I would rather not jailbreak but apps like iblacklist and iblocker only appear to be available from the us itunes site. Need help urgently please to block calls and texts

Call / sms blocking is not available in ios.

You need to contact o2 and report the nusiance caller to the police as well.

O2 will give you a free number change
