If the volume wont get louder when tyrning it up via the + button on the side try a reset by pressing the top power buttton and home button together until the Apple logo appears and then let go of both buttons.

The iPhone will reset.

Check if the speaker is blocked or covered with something?
Is it new or has it always been like it or sudden change etc?
