I agree with MI5 that GPRS is really, really slow and that you do get the impression nothing is happening. I've experienced the same issue when I have used it too with websites timing out.
To be fair though, you would suffer the same slow GPRS speeds on any other smartphone, it isn't isolated to the iPhone.
When did you do the iOS 7 update?
Have you entered your postcode into the service checker to see of there are issues with the mast in your area?

Just to add we had a power cut last friday and saturday due to weather (so no home adsl) and gprs was patchy at home but did allow some basic browsing and emails etc but at times timed out just a limitation of gprs and not the iphone 5s

I don't have the data problem with GPRS, but I DO occasionally on Edge. Sometimes apps refuse to see even a strong Edge signal as a data carrier which can be a real pain for messaging
