Enabling Wi-Fi calling on Apple Watch

Hi - Wi-Fi calling is enabled on my phone (iphone11), but I can’t make/receive Wi-Fi calls on my paired Apple Watch (7) when the phone is off. I’ve searched for hours but can’t find this issue or a fix. Any ideas?! 

(The Watch is cellular so I could turn off Wi-Fi, but that doesn’t help if I’m on Wi-Fi but don’t know a call us coming in)

Rebooting the watch should help if this happens again.
