Can anyone tell me how to turn off voicemail on iPhone?

And please clarify that I am right in thinking .... Voicemail is not free?

You can turn off voice mail by dialling 1760 free from your iphone. Dial 1750 to turn it back on.If you are on a monthly contract, voice mail is free but chargeable on PAYG.

I'm on 'simplicity' pay monthly.. but i'm being charged to use 901 😐
is this right!? It's a bit annoying that I'm paying a lot each month but can't use my voicemail..
