Can't send sms from iPhone SE

I recently changed tariff to get more data on my Small Biz package. Apparently it was put on a Data only Tariff in error. It has since been changed back to Voice but I still can't send an SMS. All other functions are working fine.
I have got the iPhone Services and APN settings checked and resent, completed a SIM swap, reversed the tariff transfer and had a Guru inspection. They checked the phone settings and there is no option to select send SMS as an alternative when iMessage is not available.
We cannot find the issue.
Anyone ever experienced this before please? Been going on now for nearly 3 weeks!

First thing I'd check is the sms gateway number is correct.
Your message centre number is +447802000332. (in the exact format as shown).
To change the Message Center Number: Enter **5005*7672*+447802000332# (for O2) Press Call.
If that fails, I would do a full backup and restore through iTunes.

I had tried that already thanks, but it came up with an error message could not perform task or something like that. I am mid disconnect/reconnect to see if that helps.
