I am in France, have purchased O2 travel plan but now I can no longer make calls to French (33) numbers. A recorded message tells me so in French. I've had serious car and travel problems and I've needed to contact garages and hotels, but I am only able to make contact with UK numbers.

How are you dialing the number?
You need the format 0033 and drop the first 0 of the French number.

Also, I find the same in Spain if dialling a Spanish number by inputting digits manually. However... if I put the same number in my phone contacts and call from there it always connects. Its the same if I am calling friends who live in Spain, taxi's or shops. Worth a try.
