I signed up to O2 from Three last week, and upgraded to an iPhone 5s. At irregular times and in different (formerly connected) locations, it will switch to GPRS, and sometimes to E instead of 4G. This has been happening all week. I have switched it on to ariplane mode, then switched that off, but it still goes back to GPRS. WIFI works fine. I'm in a non 4G area (Brighton), but I should still get 3G. Help!

That's what they told me, it was about 4 months before my porting was sorted out.
In my case MMS didn't work until it was.

UPDATE: This is the worst possible news, but..the issue has spontaneously resolved. I went to the O2 shop after speaking to you guys last, and the manager, who recognized me, was completely flummoxed as to what to do. He checked over my settings one last time, and within the hour, I was back to GPRS as I was out and about. But unlike previously, the GPRS now dissapears and normal 3 or 4G service resumes as the service gets better. It's been brilliant service ever since. I can only assume that it was a combination of all the jiggery pokery or O2 have done some behind-the-scenes work. Sorry guys. This is a bit of an annoying denoument. But thank you for all of your help and suggestions.

I have exactly the same problem, have had the sim replaced, but it made no difference still only get GPRS.
I upgraded to G4 on Tuesday and can no longer get any internet conection

What is your service status say ?
Text ACTIVE to 2020, save the settings and reboot your phone.
Check with o2 Cs that your account is ok.
Act before your cooling off period is up to perhaps swap the phone as it may be faulty.

Just a thought guys, have you checked that data roaming is not switched off?
Go into settings-mobile-date roaming
