Hi, I want to get my mum an Apple Watch se for her birthday and would be getting a monthly contract, how can I do this without using her 02 account as I don’t want her to get emails about the delivery

You can't unless you get hold of her phone to intercept the verification texts and order emails.

You can buy direct from Apple to avoid this and then just setup a data plan later when you give her the watch if you prefer.
