do you mean the default apple apps?
if so settings> general> reset> reset home screen layout (this will bring all the defaults back but remove any custom floders but all apps will still be there.
If not the defaults what apps are missing?

in that case just try a reset hold home and sleep together until apple logo appeares.
If not back then then they must have been moved off the home page or into a folder .
I find reorganising them easier on a pc.
As you say the show as open not install or cloud symbol so the are still on the iphone but on another page.

I had a similar problem a few months ago when I restored my phone from back up - generally once you connect to the internet the phone will download them from the back up - or when you go to the App store>purchased it will show you what you have previously downloaded and you can download them from there. However, when I did that, although the App store said that I had successfuly downloaded/updated the apps, when I went onto the home screen the apps weren't there or some of them had a block icon with the name of the app, but it had obviously not downloaded. I did a hard reset with the home button and the top button and it seemed to work. Make sure you close the App store down (double lcick home button and swipe it up) and hopefully that'll reset it.
Hope you sort it out
