I've been with O2 for a few years now and relatively happy with the service. I'm intending to get an iPad 4, but was considering EE (likely with Orange).
I have two rationale. Firstly, having an O2 phone and an EE iPad should increase the amount of coverage I can get (admittedly not to a huge extent, but still). Secondly, 4G seems more concrete with EE. I know O2 are supposed to roll out 4G next year, but I have heard that the iPad 4 is likely to be incompatible with the O2/Vodafone 4G.
I certainly intend to keep my phone on O2, but is there any reason that I should consider sticking with them for the iPad too?

I note that ee 4g mobile broadband comes in 18 month and 24 month forms and o2 is only a payg service on ipads so no minimum term.
(sitting at home awaiting yodel to deliver an ipad3 64gb wifi and cell o2 payg sim ordered)

Being contracted up for 18/24 months doesn't seem as much of an issue with an iPad as it does a phone, but might still be worthwhile beginning with O2 for a few months to see if it's worth making the switch to EE.
Hope your iPad arrives without trouble! I know a couple of people who have been having no end of hassle with Yodel this month! 😞
