Sorry it's not the answer you were hoping for. Apps are available for android phones but nothing for iPhones unless they are jailbroken, and even then the reports of success are not favourable....

o2 will give you one free change of number, but if it is really a nuiscance contact the police

There is a new service called ambushcall if you google it you will find it you have to pay and it starts at £3.99 a month but that will send you an email/text of the persons withheld number as long as you decline the call just an idea
