I already have 02 sim only contract and would like to buy the new Moto G5, can I buy this without having to buy a Tariff??

Unfortunately to stay on the same tariff you would have to buy the phone outright. A new contract with that phone would be a Refresh contract and you would have to choose a different tariff.

Just buy it sim free.
If you order online there's no requirement to top up a sim card but some stores might enforce it.
