Could be a number of things:
1. Force-stop the messages app and clear cache first.
2. Check if you have dial-assist active, your phone may be trying to add +44 in front of the short code number
3. If you have a Spend Cap in place, Guide: Spend Caps & Charge to Mobile on O2 some of those are premium shortcodes, check here what it will cost to use them:

Have you contacted O2 to remove your spend cap?
This is a customer to customer community, not O2, so we cannot access your account, sorry.
You need to contact O2.
