Why are my requests for unlatch codes for 2 pay monthly handsets on o2 network being refused?

As @MI5 has rightly pointed out, phones used on the o2 network but purchased through a 3rd party (Carphone Warehouse for example) are usually not locked.
I got my LG G4 through mobiles.co.uk - not locked to o2.
Try the other network SIM in it to check it doesn't work but it probably will.

Please note, this is not customer services and we cannot access your account. Do not publish personal details (email, phone number, bank account).

No idea - what reason are you being given for refusal?
Failed security or phone not on system etc?
Have you checked with other sim cards to see if phones are locked and what phones are they?
If iPhone 7's, they can't be unlocked yet until fully paid off.

These are handsets supplied by Carphone Warehouse on the o2 network.

Not locked then as I said above.
Just swap sims and away you go.

Most of my phones are from cpw, they have never been locked
