Hi, I am a new poster here, but thought I would share a problem and solution that o2 and others have struggled for several weeks with. I can't find the same issue on the forum - apologies if I have missed it...
Problem - I am unable to send SMS messages to premium (5digit) numbers, or even to o2 services(2020, etc).
Scenario - I am using a Samsung S4, on o2 Pay Monthly.
Troubleshooting - gone through the usual network settings, message centre settings,etc. My account did have a premium service block on it which customer services lifted - all to no avail.
After lots of googling I found the solution provided on a TMobile forum. Nothing to do with the network at all !
Solution - There is a setting on the S4 which can block premium charge messages being sent. By default you are prompted to warn you about the potential charge, but you can select to block and not receive the prompt. I don't recall doing this, but perhaps I did at some point in the past.
To change these settings:
1. Press the Menu key from the home screen.
2. Select Settings.
3. Select the More tab at the top right corner of your screen.
4. Select Application Manager.
5.Slide the screen to the All section.
6. Select Messages.
7. Under the Permissions section you will find a drop down menu with 3 options for Sending Premium SMS (this isn't very obvious but is in the middle of the permissions text)
Ask - Never Allow - Always Allow
8. Select the desired option (Ask is the default)

FINALLY, someone found the answer. THANK YOU (repeat 50 times!)
This problem has bugged me for 2 years, I could not vote on TV phone in's, send money to charities, even reply "STOP" to unwanted texts... I even failed to resend a text back to BT complaining about the problem !!!!
Did this solution, only difference was my "Messages" was called "Messanging"; but worked perfectly.
