Unable to call uk numbers from Hungary

I'm in Hungary and I'm unable to call uk numbers.  When dialling it says "bundle call" then hangs up

Are you on PAYG, a Big Bundle?

Are you putting the country code in front of the number before dialling, it is +44 for the UK.
