Talkback has nothing to do with the lock screen. You should still be able to just swipe to unlock (or by whatever method you have to unlock the screen) then hit the menu button and then double tap on Settings. Once in settings screen, use 2 fingers to swipe up/down to scroll. Once you scroll down and see Accessibility, double tap on it to go in and turn off Talkback.
