Don't remember putting a spend cap on phone just had a text message from 02 but the thing is they blocked it all off for me that I can't make outside calls to premium numbers etc

Just be sure you check you charges on MyO2 before you get the cap lifted or removed, its there usually (at your request) to prevent you from being able to have a substantial bill, so make sure you're happy with it and can afford it before having it removed.
