Persistent Voicemail Notification

I have a persistent voicemail notification despite having no voicemail.

I have since turned off the voicemail functions and cleared data and cache but even after clearing the notification it reappears later. How do I get rid of it?

Try calling from another phone and leaving a voicemail message.

Listen to it then delete the message.

This sometimes resets the counter 

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
