I have purchased a new phone and have changed network to EE. I requested a PAC code but when I type it in to my new phone, it does not accept it. I have requested a new PAC code since this and o2 have yet to provide me with one.

You don't need a PAC, you need an unlock code.

If you have purchased a new phone then it won't or shouldnt be locked to O2

A PAC shuld be given to your new provider EE and not typed into the phone @IzzyR14 

They will transfer your number for you

You also won't get a new PAC for 30 days but try following the info in the link I gave you to give your PAC to EE and see if they accept it.
