Not getting internet outside of wifi on Pay monthly? Samsung galaxy s3

I've asked for help on this with a guru who told me to make a new apn and how to do it- which I did and it still won't work. I've used none of my data (I get 500mb with my tarrif) and my mobile data is turned on. Can anyone help? Thanks

Try texting the word Active to 2020. Save the settings you get sent back, then restart the phone.
