Hi,
After purchasing a second hand SG5, I had to venture out to the shops as my new phone only accepted the 02 network, for other sims like orange it demanded a network unlock code.
I popped a new sim in the Samsung Galaxy 5 only to read theres no network.
Possibly the phone is barred, but how do I know for sure that the phone is barred? How can I find out and how can I resolve this issue ?

I'm saddened to learn you've been scammed. Sadly integrity isn't high up on some peoples lists.
As as said above if it's eBay start a dispute. If you've bought it off Gumtree etc and paid Cash then I'm afraid it's an expensive learning curve.
