Put your old sim in the new phone and call O2 CS.
Ask them to activate the new sim and tariff for you.
Or, you could try Live Chat http://www.o2.co.uk/contactus

If this is an upgrade and you are keeping your number you may need to call to get the sim swap done or go into your local O2 store if you have one.
