Huawei phone not making or receiving calls

My Huawei p20 pro is suddenly not receiving or making any calls. There is no dial tone for outgoing calls and incoming go straight to voicemail. I've tried to fix this in barring settings, but the settings page won't load. I've completely reset and restarted my phone and this is still happening. Tried my sim in another phone and it works in it so not a sim issue.
