I'm in Japan with an Android phone and I have the O2 Travel Bolt-on, and roaming enabled, so should in theory be able to use my phone. In fact it shows that I am connected to one of O2's partner networks (Softbank or NTT Docomo). However, in fact I have no wifi connection and I can't make or receive phone calls. I already contacted O2 chat once and sought (and followed) their guidance, but it makes no difference. Any suggestions about how to fix the problem?

Do you have a £0 spend cap, as this will prevent you using any data or making / receiving any phone calls as well whilst roaming.
Full details can be found here https://www.o2.co.uk/help/account-and-billing/spend-cap
