Solved: Add o2 billing

I'm trying to add o2 billing to Google play and it says "sending account verification text to o2" then it says "the account verification SMS could not be sent. Please try again. How do I fix this it's so annoying I'm trying to buy something in a game and it won't let me because that keeps showing up when I try to add o2 billing.
