When it comes to the reason you are calling, stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say 'Upgrade', 'Lost/Stolen', or 'Fraud' if the suggestion above doesn't get you through.
Best time to call is 8 am.

This is a community forum, not O2. However, O2 won't put a block on the phone on request, I suspect (but you can try calling them, as @Bambino suggests).
If you know the password of the phone just change it.
Or you could take the sim out.
Or you could report the sim lost to O2. They send a new sim and then you call them to lift the block - which could take a few days, especially at the weekend, @Mic3.
