Been like this for 3 weeks now I keep calling up and they keep saying wait 24 hours and nothing seems to be happening I’ve been without data for my Apple Watch for 3 weeks now.

I'd start by getting the watch checked by Apple.

You can make an appointment at at genius bar in a store near you.

Assuming they have done a full diagnostic check of the watch and actually confirmed there's no hardware issue? then you need to check a couple of things with your phone and account settings.

Do you have the iData bolt on and is it working? ie, does visual voicemail work OK?

Have you got wifi calling enabled on your account, switched on in phone settings and working?

Also in phone settings, select Privacy > Motion & Fitness and switch it on.

If all this is OK you'll need to go back to customer service and ask them to escalate the issue to the technical team.
