      <description>&lt;P&gt;If you have no signal, there's your answer. You can't use voice, text or data without signal (WiFi-excepted)&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;If you have signal but can't use data, that's a different issue.&lt;/P&gt;</description>
