Assistance Required: Activating UK O2 SIM for Use in Italy

I recently acquired an O2 SIM card and activated the £10 Data Big Bundle without first using the SIM in the UK. Now, attempting to use it in Italy, I'm encountering an issue where it's indicating the number is not registered. Could this problem be due to the SIM not being initially activated within the UK by inserting it into a mobile phone and turning the phone on? What steps should I take to resolve this issue for use in Italy?

You will have difficulty in Italy.

O2 PAYG does not have 4G Calling so, if it works at all will require 2G to make and receive calls, as all 3G is turned off in Italy.
